Abstract This Decree, composed of 21 articles and one Annex, institutes and regulates the Monitoring System for Fishing Vessels (SIMAP). The aim is to provide a tool for continuously controlling fishing activities within three miles from the coast (especially for artisanal fishing). The Decree defines the authorities that will be responsible for monitoring activities and for updating the national list of fishing vessels. Moreover it compels all fishing vessels to install the Continuous Monitoring Equipment (EMC). Finally it defines applicable sanctions and penalties.
