This Executive Decree enters into force on the day of its publication.
Abstract

This Executive Decree approves the Regulation of the National Directorate for Maritime Affairs (DNAM), as an executive service of the Ministry of Agriculture and Fisheries. It establishes composition, duties and responsibilities of the above mentioned National Directorate, entitled for developing, participating and implementing, in coordination with the competent bodies of the Executive, national strategies for marine biodiversity and for the integrated management of the oceans, as well as participating in the design, programming and execution of policies related to the Sea. In particular, the service is responsible to: a) design and supervise the sectoral policies for the marine biodiversity and for the integrated management of maritime affairs; b) participate in the development of the Inclusive and Integrated Maritime Strategy (EMIA); c) give opinion on the integrated management of the marine ecosystem of the coastal zone; d) assess projects of an archaeological nature, found at sea and in estuaries; f) create strategies to reduce the impact of fishing on the Marine Ecosystem; g) implement integrated management plans for the oceans and marine protected areas; h) create mechanisms for the protection of ecologically sensitive biological areas; i) participate in the establishment of mechanisms to mitigate the effects of climate change at sea; j) establish areas for the enhancement of the sea, namely marine aquaculture, fisheries, blue biotechnology, salt exploitation, etc.; k) create protected marine areas suitable for nurseries; l) participate in the development of policies for the exploration and use of marine natural resources; m) reduce in the maritime area damages to the marine environment; n) establish a program for the recovery of lost/damaged fishing gear, reducing the impact of ghost fishing; o) Implement the «Blue School» program with the aim of raising awareness/educating about the dangers of marine pollution; p) Advise/promote the use of fishing gear with greater selectivity, avoiding excessive fishing by bycatch; q) identify Areas of Ecological or Biological Importance (EBSA's); r) ensure the perfect balance between the use and exploitation of seas and oceans; s) reduce hunger and poverty, creation of wealth and employment; t) ensure the protection of the maritime environment, etc.
