This Executive Decree enters into force on the day of its publication.
Abstract

This Executive Decree approves the Regulation of the National Directorate of Fisheries and Aquaculture within the Ministry of Agriculture and Fisheries. It establishes composition, duties and responsibilities of the above mentioned National Directorate, entitled for designing, directing, controlling and implementing the fisheries and aquaculture policy in terms of the protection and development of fisheries resources and sustainable aquaculture. In particular, this service is responsible for: a) sustainable management, conservation and protection of aquatic biological resources; b) elaboration of policies, programs and plans for the sustainable development of aquaculture; c) monitor the distribution of fingerlings and aquaculture inputs; d) arrangement and technical specifications of fishing vessels; e) management of fishing areas, fishing and aquaculture rights; f) regulate import and export of fish larvae and other potential species for aquaculture; g) propose measures to protect aquatic ecosystems, preservation of genetic sources and biodiversity; h) adopt fisheries and aquaculture management plans; i) register the national larvae cultivation centres for aquaculture; j) register the holders of fishing rights, vessels, aquaculture establishments and propose the licensing; k) propose research and assessment cruises, including prospecting for new fishing resources; l) propose bio-economic models; m) prepare and propose plans for the management of fisheries and aquaculture; n) propose the total allowable catches, fishing quotas and fishing effort limits; o) ensure responsible management and control of food used in larvae cultivation, zoo-sanitary services; p) promote, with the competent authorities of the other Ministerial Departments and Provincial Governments.
