This Executive Decree enters into force on the day of its publication.
Abstract

This Executive Decree approves the Regulation of the National Directorate for Communities and Institutions of Traditional Power of the Ministry of Culture, Tourism and Environment (DNCIPT), in compliance with Presidential Decree No. 162/20 of 8 June approving the Statute of the Ministry of Culture, Tourism and Environment. This Regulation, consisting of 12 articles divided into four Chapters and two Annexes, establishes composition, duties and responsibilities of DNCIPT, as the executive service responsible for formulating the State policy regarding the study, monitoring and superintendence of communities and institutions of traditional power at the level of the local administration of the State. In particular, DNCIPT has the following responsibilities: Design and propose the State Policy on the treatment of Communities and Institutions of Traditional Power; Develop studies on Traditional Power in Angola; Register the main communities and Traditional Power Institutions, including the survey of the main kingdoms and chiefdoms of Angola; Monitor the different cultural dynamics, especially the rituals of enthronement, death, succession and inheritance; Promote studies and policies that hinder the advancement of processes and phenomena linked to myths, beliefs and rites, aiming at educating populations, in a perspective of development and modernity, in respect for positive uses and customs and traditional values; Promote cultural exchange and cooperation with different organizations and countries, in the field of Communities and Institutions of Traditional Power; Keeping an up-to-date register of the Communities and Institutions of Traditional Power, statistical data relating to their geographic distribution, characteristics, main economic activities, among others; Develop studies on the uses and customs of different ethnic groups and traditional communities, proposing measures to improve their living conditions; Carry out consultation and reflection meetings with the institutions of the Traditional Power, aiming at rescuing the role, place and symbolism, both in communities and in society; Ensure the respect and inclusion of local cultures and traditions in the planning and execution of projects and activities of public utility associations, private entities, NGO or individuals, as well as beneficiaries of public support programmes, including in the field of patronage policy, etc.
