This Executive Decree enters into force on the day of its publication.
Abstract

This Executive Decree approves the Exceptional Measures for Adjusting the Effort of Pelagic Trawling Fishing. Under the terms of sustainable management measures for fishing resources, for pelagic trawl fishing, the following measures are adopted: a) Reduction of fishing effort, by the cancellation of the Fishing Certificate (Fishing Licence) and the immediate removal of the vessel from Angolan waters, using as criteria the year of manufacture and the seriousness of the infractions committed; b) Immediate withdrawal of vessels licensed for related fishing activities, which are dedicated to fish products transport, because it has the effect of increasing fishing effort; c) Gradual conversion (50%) of pelagic trawling vessels with a freezing system on board (factory vessels) by fresh fishing vessels (refrigeration system) over the next 2 years. From the date of entry into force of this Decree, companies holding fishing rights will be the direct interlocutors, before the competent bodies of the Ministry of Fisheries and Marine Resources. In order to guarantee the economic sustainability of the Owner who will be left without the fishing licence, the possibility of allocating a fishing quota will be verified in accordance with the Total Allowable Catches available in other fisheries, during the current financial year.
