The Minister shall establish and maintain a register for persons engaged in the rearing of bivalve molluscs and shall establish a monitoring and sampling programme of bivalve mollusc farms, farming areas and harvested natural beds for the purposes of the detection of any abnormal mortality and monitoring the health of stocks of bivalve molluscs.
