This rule applies to a category of fishing vessels defined by these Regulations. Authorized officers may detain vessels that are not in conformity with the established safety regime. If the authorized officer is unable to detain the vessel, the representative of the flag State concerned and the port authorities at the vessel's next port of call shall be notified.
