The Regulations require every person who carries out any transaction to which these Regulations apply, i.e. any transaction referred to in Article 1 of the Council Regulation, to keep records relating to each such transaction. These records are open to inspection by an authorized officer to carry out a systematic scrutiny of the particulars of the transaction in order to ensure that the transaction has been carried out and executed correctly.
