The Regulations, among other things, give a new definition of "records" which are to be kept by persons in receipt of Community funds under the Guarantee Section of the European Agricultural Guidance and Guarantee Fund, concern the procedures relating the keeping of records and allow officials of the Commission of the European Communities to participate in inspection of documents. Such officials may participate in the scrutiny of records but may not exercise the powers of an authorized officer relating to such scrutiny.
