They give powers to the Minister for Agriculture, Fisheries and Food and to authorized officers appointed under these Regulations by the Minister. The Regulations place restrictions on the importation of plants and require affected plants to be treated in such a way that the plant or fruit is no longer so affected when put into circulation.
