Abstract

These Regulations provide for amendments of the Arterial Drainage Act 1945 as amended by the European Communities (Environmental Impact Assessment) Regulations 1989 to 1999 so as to ensure compliance with the provisions of Directive 2003/35/EC adopted by the EU to give effect to the provisions of the Aarhus Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters. The Directive requires Member States to ensure that the public is given early and effective opportunities to participate in the preparation and modification or review of plans or programmes which impact on the environment.
