They shall not apply to seed grown by a farmer and sold directly to another farmer (art. 3). A new variety shall be approved, named and registered in accordance with these Regulations only when such variety conforms terms and conditions prescribed by the National Variety Release Committee. Producers, importers, processors or distributors of prescribed seeds shall be registered by the National Seed Industry Agency in accordance with article 5 and keep records in accordance with section 6. Quality control shall be carried out by the Ethiopian Authority for Standardization in accordance with article 7. Article 8 concerns labeling requirements. Sale of prescribed seeds requires a seed seller’s work permit (art. 9). Articles 10 to 16 concern the certification, sampling testing and inspection of prescribed seed. External trade in seeds shall be carried out only by registered importers and exporters. The Agency may designate certain seed as restricted seed, i.e. seed the importation or exportation of which is prohibited or restricted. The Council may issue Directives for the proper execution of these Regulations in regard of matters specified in article 19.
