It establishes the principle that all public officials shall be led by both general and administrative ethical values and norms. Among other things, it describes the duty of public officials to report corruption and other irregularities. Section 4 deals with trust in the public administration, establishing a number of guidelines, stating that government employees shall not accept gifts or other advantages suitable or intended to influence their acts of service.
