Abstract

These Regulations are made by the Minister of Public Works and National Housing in accordance with the provisions of the Urban Councils Act [Chapter 29:15]. The Regulations provide for the installation of pre-treatment facilities by persons involved in the production or manufacturing of commodities resulting in effluent waste discharge. Owners or occupiers of trade premises in which they carry out any production, manufacturing or industrial process are further required to ensure that such production is done in a building with the necessary pollution abatement facilities. The Regulations make extensive provisions which prohibit the discharge of trade effluent and hazardous substances in public sewers, storm water drains or streams, etc. Inspectors are charged to enter into trade premises during normal business hours to inspect the premises to ensure compliance with the Regulations.
