The purposes of the Regulation are to: minimize the impact of waste on the environment including, in particular, the impact of waste so far as it directly affects human health; and establish an integrated framework for minimising and managing waste under the principles of ecologically sustainable development. Part 2 is dedicated to waste management in local government areas. Part 3 addresses waste receival and disposal, thus facilities for the recycling, storage and disposal of waste. Part 4 concerns the transportation of certain regulated waste (“trackable waste” as defined in schedule 1). Part 5 covers the management and disposal of clinical and related waste. Part 6 is dedicated to the management of polychlorinated biphenyls (PCBs), it requires the preparation of emergency plans for places where PCBs are disposed of. Parts 7 and 8 contain provisions of miscellaneous nature and transitional provisions. The Regulation is completed by nine Schedules.
