There shall be an environmental plan to be submitted by proponents to the Minister regarding each proposal which in the opinion the Minister may have significant environmental implication. The plan shall be as prescribed by section 4. The Minister shall cause to be prepared and issued general guidelines for the preparation and content of environmental plans.
