The Regulations, among other things, set out general conservation and management principles, define duties of the Standards and Enforcement Review Committee and District Environment Committees in respect of wetlands, shores and banks, empower the Minister to declare protected wetlands, provide for the protection of such wetland, require an inventory of wetlands to be made, exempt certain use of wetlands (including fishing and hunting) from provisions of these Regulations, define a general duty of care of landowners in wetlands, and require a permit to be obtained for activities set out in section 42 of the Act. No person shall carry out any of the activities stipulated in that section without a permit issued by the relevant lead agency and an environmental impact assessment licence issued by the National Environment Management Authority where applicable. Projects having a significant impact on a wetland, river bank, lake shore or the sea shore also require an environmental impact assessment.
