The Director of the Department of Public Health and Social Services shall be the principal authority for purposes of administration, inspection, enforcement, etc. The Director may adopt and promulgate such rules and regulations as may be necessary. Anything that is determined by the Director to be dangerous to life, injurious to health or renders soil, air, water or food impure or unwholesome (public nuisance) may be subject to such measures of correction or enforcement as prescribed in this Act. Other provisions of this Act deal with civil relief, abating public nuisance on private property, abatement procedure, accounting of funds by the Director, liability of Director, notice of enforcement measures, complaints, penalties, fees.
