Every factory, in the sense of section 2 of the Labour Act, shall comply with the emission standards set out in the First Schedule. The enforcing agency as defined by the Environment Protection act of 1991 may prescribe measures of chimneys of factories so as to enhance measurement of the composition, characteristics and quantities of emissions.
