Every factory, in the sense of section 2 of the Labour Act, shall comply with the emission standards set out in the First Schedule. The enforcing agency as defined by the Environment Protection act of 1991 may prescribe measures of chimneys of factories so as to enhance measurement of the composition, characteristics and quantities of emissions. Notwithstanding other provisions of these Regulations, the enforcing agency may decide that certain parameters in the First Schedule shall not apply to any specific chimney. The national environmental standards for ambient air shall be those set out in the Second Schedule.
