Abstract

This Regulation is composed of 14 articles. Articles 1 and 2 deal with terms and definitions. Article 3 specifies tasks and duties of the Ministry of Environment in cooperation with the concerned authorities in case of Emergency, as follows: (a) laying down plans for the protection of the environment and fighting pollution in case of emergency; (b) managing and following the execution of the Emergency Plans; (c) defining needs of the Emergency Plan; and, (d) taking necessary measures for the survey and control of pollution as well as preparation of the Environmental Impact Assessment. Article 4 provides for the establishment of the National Committee for Environment Protection Against Pollution in Emergency Cases. Article 5 defines competencies and duties of the Committee. Article 6 deals with the management and internal organization of the Committee such as organizing meetings, etc. Article 7 provides for the establishment of the Local Operations Committee in all provinces specifying its duties and competencies. Articles 9-12 deal with matters related to the obligations of all firms, industries, enterprises and the like such as nominating an officer as a responsible in front of the Local Operations Committee, and providing all necessary requirements for emergency and treatment of hazardous materials. Article 13 entrusts the Ministry of Environment to create an Environmental Databank in Jordan. Article 14 entrusts the Minister of Environment to issue the necessary implementing regulations.
