The Agency cooperates directly with local communities in carrying out its functions. Some of these functions include; to negotiate with persons or communities for the purpose of acquiring land for the grain production scheme, to admit people to participate in the scheme, to apportion land to participants of the scheme for grain production, etc. The Law also provides for the composition of a Board to run the daily affairs of the Agency, including making necessary regulations and other subsidiary legislations.
