They shall apply to a solar PV system manufacturer, importer, vendor, technician, contractor, system owner, and to solar PV system installation and consumer devices. A person shall not design or install any solar PV system or engage in the business of manufacturing of any solar PV system and components unless (s)he is licensed by the Energy Regulatory Commission.
