Abstract The purpose of this Law shall be to regulate matters relating to energy generation, transmission, distribution, dispatching and supply activities, construction of energy facilities and energy consumption that involve utilisation of energy resources. It shall also establish the competencies of the Government in the Energy Sector and the duties and responsibilities of the Energy Regulatory Authority. Energy sources used for electricity generation include also renewable energy sources. The Law consists of six Chapters divided into 38 articles dealing with the following matters: general provisions (Chapt. 1, arts. 1-3); competence of the state authorities (Chapt. 2, arts. 4-11); licences (Chapt. 3, arts. 12-25); prices and tariffs (Chapt. 4, arts. 26 and 27); relations between suppliers and consumers (Chapt. 5, arts. 28-33); control and liability (Chapt. 6, arts. 34-38). The following activities shall be licensed: (a) electricity and heat generation; (b) electricity and heat transmission; (c) dispatching; (d) electricity and heat distribution; (e) regulated and unregulated supply of energy; (f) import and export of electricity; (g) construction of energy facilities. The term of a license for energy generation and transmission shall be 5 to 25 years; the term of a license for construction of energy facilities shall be up to 5 years; terms of other licenses shall be up to 10 years. The Regulatory Authority has the competence to regulate generation, transmission, distribution, dispatching and supply of energy.
