Abstract The goal of this Act shall be to ensure an efficient operation of the energy sector, a reliable energy supply to the national economy and population. It shall establish the basic principles of the operation of energy producers, transport enterprises and energy suppliers. The Act consists of eight Chapters divided into 21 articles dealing with the following matters: general provisions (Chapt. 1, arts. 1 - 3); competence of public authorities within the energy sector (Chapt. 2, arts. 4 and 5); energy sector development and operation (Chapt. 3, arts. 6 – 11); energy supply, state supervision energy inspection (Chapt. 4, arts. 12 and 13); measurement of energy use, data collection and reporting (Chapt. 5, arts. 14 – 16); safe functioning and security of energy facilities (Chapt. 6, arts. 17 – 19); final provisions (Chapt. 8, arts. 20 and 21). The Act covers production, transmission and distribution of electricity and heat, natural gas and other fuels, and also production, transportation and distribution of coal. The aforesaid activities must be performed according to the regulations, normative and technical requirements approved by the energy sector central public authority.
