The Act requires a licence for the importation of “protected goods” to be issued by the Management Authority as appointed by the Governor under this Ordinance. The Governor shall also appoint a Scientific Authority. The function of that Authority is to advise the Management Authority and/or the Governor. Notwithstanding powers conferred upon the Management Authority, the Governor may make Orders for the protection of certain species.
