Enactment of the Ministry of Agriculture and Food № 57 “On approval of certain regulatory legal acts in the sphere of plant protection”. Country/Territory Belarus Document type Regulation Date 2006 Source FAO, FAOLEX Subject Cultivated plants Keyword Plant protection Quarantine Certification Geographical area CIS (Commonwealth of Independent States), Eastern Europe, Europe, Europe and Central Asia Abstract The Minister decrees to approve the following Regulations: (a) Instruction on the order of attestation procedure for legal bodies carrying on the quarantine inspection of quarantined production; (b) Instruction on the order of the quarantine inspection procedure; (c) Instruction on the order of disinfection and contamination of quarantined objects; (d) Instruction on the order of phytosanitary certificates issuing; and (e) List of blasts, plants and weed diseases representing quarantined objects. Attestation for legal bodies carrying out the quarantine inspection of quarantineable products is performed with the purpose to determine the existence of material-technical basis including laboratory equipment serving authenticity in determination of quarantined objects; and to determine the relevant qualification of the personnel performing the quarantine inspection. The basic requirements for the legal bodies shall be: (a) Provision of modern optical equipment for determination of quarantined objects by micro characteristics, laboratory equipment, devices, and reagents qualifying the requirements of technical normative acts of the Republic of Belarus; (b) Existence of specially equipped premises (including laboratories) with telephone, electronic and fax communication facilities, computer and copying equipment and metal strongboxes for stamps and service documentation keeping; (c) Staffing level of the organization by specialists of the relevant qualification: higher education in plants preservation and quarantine, work experience in this sphere upwards of three years; and (d) Existence of collection material of quarantined objects, varieties close to the quarantined ones, support literature. The quarantine inspection for quarantineable products is carried out by the state establishment “Head state inspection for seeds breeding, quarantine and plants preservation”, regional state inspections for seeds breeding, quarantine and plants preservation (onwards – “inspections for seeds breeding, quarantine and plants preservation” that passed the attestation of the Ministry of Agriculture and Foodstuffs of the Republic of Belarus in accordance with the applicable procedure. The quarantine inspection involves laboratory analysis procedures: entomologic, phytopathologic, bacteriologic, helminthological, analysis on plants basis and others with the purpose to detect quarantined objects or close to them hazardous organisms varieties. The certificate should contain the following data: (a) presence or absence of quarantined objects in the given samples; and (b) recommendations for performance of the relevant quarantine measures: return, exemption and elimination of the production, disinfection, industrial processing, quarantine limitation and other quarantine measures.
