An Emergencies Council is constituted and an Emergency Planning Officer is appointed under this Law. The Council may by Act designate any Minister as a competent authority in relation to any provision of this Law. The Act defines the power of a competent authority in relation with various sectors including food and water. The Law also, among other things, provides for the declaration of the state of emergency and further regulation.
