The purpose of this Ordinance is to ensure the necessary legislative and institutional framework harmonized with the EU, such as GMO activities to be conducted in respect of the precautionary principle to ensure the protection of human health and the environment. The activities covered by this emergency ordinance are: a) the deliberate release into the environment of genetically modified organisms for purposes other than placing on the market; b) placing on the market of GMOs as or components of products; c) the transboundary movement of genetically modified organisms in relation to the activities referred to in subparagraph a) and b). Activities relate to GMOs as defined in the text. The provisions of this ordinance shall be supplemented by: a) the provisions of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity (signed on 5 June 1992 in Rio de Janeiro), adopted in Montreal on 29 January 2000, ratified by Law No. 59/2003; b) the provisions of European Parliament and of the Council (EC) No. 1946/2003 of 15 July 2003 on transboundary movement of genetically modified organisms, published in the Official Journal of the European Union No. L 287 of 5 November 2003; c) the provisions of the Emergency Government Ordinance No. 195/2005 on environmental protection, approved with amendments by Law No. 265/2006; d) legislation on plant protection products; e) legislation on the registration of plant varieties and hybrids GM coexistence of genetically modified higher plants with organic and conventional growers authorization of genetically modified higher plants; etc. Full text Romanian Website www.legislatie.just.ro References - Legislation Implemented by Regulation No.1573 on official seed quality control by testing genetically unmodified varieties on the presence of GMO contaminants.
