For the purpose of the Act "disaster" means a calamity, however caused, which has resulted in or may result in: a) the loss of life, or b) serious harm or damage to the safety, health or welfare of people, or c) wide-spread damage to property or the environment. Section 2 establishes that the Manitoba Emergency Management Organization is continued under the name "Emergency Measures Organization" as a branch of the department administered by the Minister. This Organization is responsible for: a) overseeing and co-ordinating all aspects of emergency preparedness in the province; and b) managing, directing and co-ordinating the response of all departments to a major emergency or disaster. Section 3 deals with the appointment of an Advisory Committee.
