It targets the regulation of charcoal production. Its other objectives include to reduce poverty, create employment and improved livelihoods through the encouragement of sustainable use, conservation and management of forests and trees; promote soil and water conservation, and tree planting; engage communities, private sector and other stakeholders in forest management thereby creating employment in the forest sector; promote the dry land forestry to produce wood fuel, charcoal and non-wood forest products; promote the adaptation and mitigation efforts in climate change, etc. Essentially, the Act provides for the establishment of the County Environmental Committee which shall vet and approve applications from Charcoal Producer Associations, transporters and farmers, review and recommend licensing of Charcoal Producer Associations, monitor the restoration plans of these associations and their tree planting events.
