Abstract

This Regulation shall apply to producers, distributers, retailers, importers, transporters, collection centers, furbishers, dismantlers, recyclers and consumers electrical and electronic equipment listed under Annex 1 of this Regulation and any other appliance that be added to the list by the Ministry in a Directive issue under this Regulation. Firstly the Regulation provides a hierarchy of Waste Management, then in order to reduce sources of electrical and electronic waste generation and to strengthen the reuse refurbishing and recycling of electrical and electronic waste, the Regulation extend to any electrical and electronic equipment producer, wholesaler, retailer or importer a producer responsibility. Management responsibility and for disposal is also recognized on the consumer. To collect, dismantle, refurbish or reuse electrical and electronic waste is required a certificate of competence to be issued by the Minister. Labelling requirements are also provided. Other provisions concern disposal, treatment and management before recycling and sorting and temporary storage of waste.
