They shall apply to any person who has a complaint or dispute regarding any matter within the powers and functions of the Electricity Regulatory Board. Every licensee shall, among other things: (a) promptly, full and fairly deal with any consumer complaint with the objective of ensuring consumer satisfaction; and (b) have in place procedures approved by the Board for dealing with consumer complaints.
