Abstract

Article 1 of the above-mentioned Law specifies that the Free and Hanseatic City of Hamburg establishes under the name "Foundation Habitat Elbe" a Foundation of public law with its headquarter in Hamburg. The Foundation shall co-operate closely with the City of Hamburg, the port, and nature conservation bodies. It has been established with the purpose of creating new shallow-water areas, to preserve and develop tidal flats, to reconnect former branches and tributaries to the main course of the river which is open to the tide, and to improve flow conditions. Moreover, it is the long-term objective of the Foundation to provide for a natural dynamic of high water and low water as well as to promote the fauna and flora typical of the Elbe environment.
