No person shall move or cause or allow to be moved into, out of, from any place within, or through any specified area any stock or any hide or grass or hay or straw, except under a permit issued by a Veterinary Officer or other person authorized by a Veterinary Officer and no person shall, by his own act or neglect, allow stock to stray into, out of, from any place within, or through any specified area. Other provisions of these Regulations prescribe offences and provide for powers of a Veterinary Officer to seize or destruct stock, hides, hay or straw, or to disinfect any stock which he or she suspects to be suffering from East Coast fever or to brand with a distinctive brand any stock within a specified area.
