In particular, the Regulations lay down provisions relating to the operating of drinking water and wastewater facilities. Section 2 establishes that no owner of a facility shall operate the facility, or permit it to be operated, unless a) a facility classification certificate has been issued; or b) a facility classification certificate is deemed to have been issued.
