It declares that the drainage of swamps, the drainage of surface water from agricultural lands and the reclamation of tidal marshes shall be considered a public benefit and conducive to the public health, convenience, utility and welfare. More specifically, the Chapter provides for procedure to establish such districts; proceedings subsequent to establishment of a district; board of drainage commissioners, and fees and expenses; construction of improvements; assessments and issuance of bonds, and federal aid; collection, deposit and disbursement of funds; subsequent operation; repairs, and injury to drainage works.
