The trustee of the Fund shall be the Minister of Local Government, Rural and Urban Development or any other Minister to be appointed by the President. This Minister shall, subject to this Act, have the sole management, control and use of the Fund. The Minister, after consultation with the Minister responsible for agriculture, may, by Statutory Instrument, declare such rural area to be a development area for the purposes of this Act (sect. 5). Section 8 places limits on expenditure from Fund. The objects to which the Fund may be applied shall be the development of Communal Land and development areas (sect. 3).
