There shall be established by the Prime Minister a National Disaster Risk Management Committee to advise the President and the Cabinet on matters relating to disaster risk management in Namibia. The Committee shall also, among other things: ensure the establishment of effective and functional disaster risk management. The Prime Minister must also establish the Directorate: Disaster Risk Management within his or her office and the Namibia Vulnerability Assessment Committee. The regional governor for each region must establish a regional disaster risk management committee and the regional councillor for a constituency a disaster risk a constituency management committee and for each settlement area within the constituency, a settlement disaster risk management committee. Local authorities shall establish local authorities disaster risk management committees. The Act also provides with respect to a disaster risk management framework, and disaster management programmes and plans. A state of disaster shall be declared by the Cabinet.
