Abstract This Act provides for the establishment of the Disaster Reconstruction Authority to be responsible for the management of reconstruction and restoration in an area designated as a Disaster Zone. This Act lays down provisions on the constitution and procedure of the Board of Directors perform the functions and exercise the powers of the Authority; funds and resources of the Authority; officers and employees of the Authority; appointment of disaster zone reconstruction committees immediately after the occurrence of a disaster, and their functions and powers; designation of an impacted area as a Disaster Zone and assessment of reconstruction needs in Disaster Zone; engagement of non-governmental and international assistance; relationship of the Authority with the National Emergency Management Agency; and reporting of the activities of the Board to the Minister.
