The purpose of the Regulation is to assist small businesses, certain non-profit organizations and individuals financially when the eligible costs incurred resultant from a disaster exceed an amount which they may reasonably be expected to bear on their own. The Regulation contains also Guidelines which purpose is to provide guidance for officials who are responsible for evaluating and determining the eligibility of those costs which are directly associated and resultant from a disaster.
