Abstract

This Act concerns the response to disasters affecting Samoa and, for the purpose of the management of disasters and emergencies and their consequences, makes provision for the establishment of the National Disaster Council and the Disaster Advisory Committee and defines their functions and powers. There is also established a Disaster Management Office in the responsible ministry and the Act requires a National Disaster Management Plan to be drafted. The Act further defines responsible agencies for purposes of the Act, defines powers and functions of the responsible Minister and grants power to the Head of State to declare disasters and emergencies.
