In case of violations, heads of party committees and local governments at all levels must be responsible before the Prime Minister for the occurrence of violations in the areas under their management. The Ministry of Agriculture and Rural Development directs the CITES Management Authority to advise the Inter- sectoral Steering Committee on wildlife trade control to strengthen cooperation in information sharing, investigate, arrest and handle acts of infringing upon endangered, precious and rare wildlife species, especially ivory and rhino horn.
