This Directive entered into force on 28 December 2000.
Abstract

The purpose of this Directive is to reduce the discharges of ship-generated waste and cargo residues into the sea, especially illegal discharges, from ships using ports in the Community, by improving the availability and use of port reception facilities for ship-generated waste and cargo residues, thereby enhancing the protection of the marine environment. The provisions contained in this Directive shall apply to: (a) all ships (including fishing vessels and recreational craft) flying any flag and calling at or operating within a port of a Member State; (b) all ports of the Member States. An appropriate waste reception and handling plan shall be developed and implemented for each port following consultations with the relevant parties (art. 5). The master of a ship calling at a Community port shall, before leaving the port, deliver all ship-generated waste to a port reception facility. Article 8 sets forth fees for ship-generated waste. Article 10 deals with delivery of cargo residues. Further provisions regard the inspections to be carried out in order to ensure the enforcement of this Directive (art. 11). Article 13 concerns penalties.
