These substantial amendments concern Part X, in which new provisions establish the Development and Planning Appeals Tribunal and grant powers to the Director to issue enforcement notices, breach of condition notices and stop notices. The amendments set out proceedings for such notices and grant powers to the Director of Planning to serve a planning contravention notice on a person in case of (suspected) breach of planning control in respect of any land. Other amendments concern a certificate of lawfulness of existing use or development and powers of the Director to impose civil penalties.
