Section 72A provides for the designation of areas in development plans for purposes of protection of woodlands, beaches, arable lands, caves, and habitats, and other natural features. A development plan may appoint also "historic areas" under section 29A. The new section 31A provides for agreements relative to the development or use of land between the Minister and persons having an interest in the land in question. Section 58 relative to the compliance with enforcement notices is completely renewed. A new section (61A) concerning excavation licences is inserted. A new Schedule (4) is added to the existing Schedules. Schedule 4 lists heads of protection for designated areas of special environmental value.
