The Commission shall, among other things, develop Plan of Decentralization to Local Government Organization, and carry out various other tasks in relation to decentralization of government organizations and functions. There shall be an Office of Decentralization to Local Government Organization Commission established under the Office of the Permanent Secretary. The Act defines the authority of Municipality, Pattaya city and Subdistrict Administrative Organization to provide specified public services, including, among others, maintenance of water routes and water drainage canals, to manage waste, sewage and wastewater, manage, to maintain and utilize forestry, national resource land and environment, and to prevent and mitigate disaster. The Provincial Administrative Organization shall have, among other things, the authority and duty to promote local development planning, to protect and preserve forestry, land and national resource and environment, to manage common waste and sewage, to manage the environment and pollution. The Bangkok Metropolis shall have authority and functions of all local authorities. Local government organization may entrust private sector to proceed on its behalf based on Ministerial rules and procedures.
