Powers of its Director are set out in section 3. The American Samoa parks system is established under section 4. The department shall make an inventory of all properties belonging to the government and with the Governor’s approval determine which properties are included in the parks system, and shall classify each area within the park system in one of the following categories: “natural preserves”, “conservation preserves”, “territorial parks” or “community parks”, “territorial recreation facilities” or "community recreation facilities" and “historical and prehistoric objects and sites. A brief characteristic of each type of area is given. All land including land under water and water areas of the Territory of American Samoa extending from the mean high water line seaward to 10 fathoms is included within the parks system. Section 8 prohibits certain activities in the parks system.
