Section 4(1) states that the Minister, through the Department, may inquire into, and collect information and statistics relating to, agriculture and rural life, and shall disseminate such information. The Minister may institute and carry out programs, projects, and undertakings relating to any aspect of agriculture, or of rural communities (sect. 4(2)). Moreover the Minister may provide services relating to programs, projects, or undertakings instituted or being carried out (sect. 6(2)). Section 5 provides for agreements with Canada, section 6 with joint programs and section 7 with agreements with municipalities, etc. Grants are highlighted in section 9 and section 10 gives the minister the authority to delegate powers. Costs are to be paid from consolidated fund (sect. 11) and the Mnister shall make and submit an annual report to the Lieutenant Governor in Council on matters under his control.
