These Rules and Regulations shall take effect thirty (30) days after completion of publication in the Official Gazette.
Abstract

This Administrative Order, consisting of six Titles divided into XIII Chapters, aims at implementing Rules and Regulations of the Republic Act 6969 on Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990. These Rules and Regulations cover the importation, manufacture, processing, handling, storage, transportation, sale, distribution, use and disposal of all unregulated chemical substances and mixtures that present unreasonable risk and/or injury to health or the environment in the Philippines territory. It applies also to the entry, transit, keeping or storage and disposal of hazardous and nuclear wastes into the country for whatever purpose. It is divided as follows: General Provisions and Administrative Procedures (I); Toxic Chemical Substances (II); Hazardous and Nuclear Wastes (III); Common Provisions (IV); Prohibited Acts and Penalties (V); Final Provisions (V).
