Abstract This Administrative Order, consisting of 13 sections, establishes the designation of Taguibo River Watershed as a Water Quality Management Area (WQMA) and creating its governing Board. The State pursues economic growth in a consistent manner through protection and preservation of the quality of fresh, brackish and marine waters. Pursuant to this policy, this Order aims at protecting and improving the water quality of Taguibo River Watershed to make it a sustaining resource for the people of the cities of Butuan, by the following water quality management objectives: a. to achieve and maintain an acceptable water quality in the Taguibo River that will serve the best interest of its stakeholders and user-communities, consistent with DENR Administrative Orders No. 34 and 35, series of 1990; to provide appropriate processes and procedures for the prevention. control and abatement of water pollution of the Taguibo River and its watershed through a comprehensive management program for water pollution control; to ensure that Taguibo River continues to be a safe source of water supply for Butuan City and its communities; serve as principal sustaining resource to aquaculture in the area; and support food production and industry in the WQMA jurisdiction; to formulate a program on water quality management which links water quality management issues to ecological protection. water supply, public health and quality of life; to maximize the use of public information and education on river management as venue for active participation of the stakeholders; to encourage other government agencies, civil society organizations, and other sectors, such as the academe and business to take an active role in water quality protection and management; to promote and harness inter-LOU and stakeholder collaboration and cooperation through coordinated efforts in protecting and sustaining acceptable quality of water of the Taguibo River. The Taguibo River WQMA shall cover the Taguibo River and its natural or man-made tributaries that are within the WQMA boundary including the land embraced by the hydrologic unit identified through various maps. The following data, which were determined by a survey of the highest elevation of various points and draining to the Taguibo River, shall comprise the geographic coordinates of the Taguibo River WQMA and its watershed.
